Turn CSR intent into measurable institutional impact — with reporting your board can defend.
Build a CSR Partnership

For central and state governments, ministries, departments, district administrations and public institutions.
The case
Public education systems are not short of policy. They are short of the implementation infrastructure that turns policy into consistent practice across thousands of institutions.
IPEC works on that infrastructure: implementation frameworks, institutional capability, measurement systems, curriculum development and the continuous improvement mechanisms that let a department see what is actually changing.
The Council is independent and not-for-profit. It does not compete for delivery contracts against the institutions it supports, and it publishes what it learns.

02
— What IPEC can do
01
Structured programmes for teachers, principals, faculty and administrative staff, delivered through certification pathways rather than one-off workshops.
02
Excellence Cells established inside schools, colleges and offices, giving each institution a standing internal capability rather than an external dependency.
03
Lean, Six Sigma and quality management applied to admissions, assessment, remediation, procurement, inspection and reporting processes.
04
Competency-based curriculum frameworks, learning outcome matrices, teacher guides and assessment blueprints across six domains.
05
Outcome measurement frameworks defined before implementation begins, so that a programme can be evaluated on its results rather than its activity.
06
Knowledge audits, institutional repositories and communities of practice, so that departmental learning survives transfers and leadership change.
07
Independent research into what is working in the field, published rather than filed.
08
Programme architecture designed for district and state scale from the outset, with ambassador networks providing distributed capacity.

What IPEC does not claim
IPEC does not claim any existing memorandum of understanding, empanelment or partnership with a government department. Programmes delivered to date are recorded on Our Journey.
04 — Discuss a Government Programme
Tell us what you are trying to change. A member of the Council's leadership will respond directly.
What happens next
Your enquiry reaches the Council's leadership directly.
A member of the Council responds to understand what you are trying to change.
Where there is a fit, IPEC proposes a specific piece of work rather than a general offer.
Measurement is agreed before any implementation begins.
